Annual Business Meeting Rules

These rules supplement the Bylaws.
Please check your Bylaws for additional requirements and procedures.

  • Rule 1.: All candidates must submit their candidate application to Executive Director Chris Spangle in writing of their intention to run for office by NOON Friday, March 23, 2012. Notices must be delivered to State Headquarters in Indianapolis. Notices may be delivered by email, U.S. mail, overnight delivery by UPS or FedEx, or personally. All notices delivered to State Headquarters after the deadline will be considered late and will be subject to Rule 6.
  • Rule 2: Affiliated counties will be allocated membership delegates based on the number of state members in their county as of January 31, 2012.
  • Rule 3: Delegates can vote either, yea, nay, none of the above; or abstain from voting.
  • Rule 4: Use white index cards for secret ballot.
  • Rule 5: For all votes except secret ballots and voice votes, raise green neon card for “yea”, red neon card for “nay” and yellow neon card for “none of the above”.
  • Rule 6: Individuals seeking to be nominated after the filing deadline may be nominated for an office only if a majority of the delegates vote to allow the nomination.
  • Rule 7: Motions to accept candidates by acclamation are acceptable for uncontested races.
  • Rule 8: The annual meeting will follow the published convention schedule and break for scheduled convention events, including, but not limited to lunch, dinner, seminars, presentations, etc.
  • Rule 9: Nominees for Federal Office – Senate, Federal Office – House, State Office – House, State Office – Senate, Judicial Office, Statewide Offices will be voted for as a group unless a motion is made, seconded and approved by a majority of the delegates to vote on each office separately. Paper ballots will be used for awards, National Convention Delegates, and Presidential Electors.
  • Rule 10. Candidates for delegate and alternate delegate to the National Convention must commit to attending all business meetings from May 3 through May 6, 2012 and paying the basic registration fee.
  • Rule 11. None of the Above (NOTA) is an option in every race.

Order of Nominations and Procedure

Procedure:

  1. If the race has one candidate, then the candidate may choose to take 2 minutes to make a small presentation or entertain questions from delegates.
  2. If the race has two or more candidates in a race, then each race is afforded a debate:
  • Each candidate will have a 2 minute opening statement.
  • Delegates will then have 15 minutes to ask the candidates questions.
  • Within this question and answer session, each candidate has 1 minute to answer with a 1 minute response from the other candidates.
  • Each candidate will have a 2 minute closing statement.

3. Presidential Electors and National Delegates are not afforded a period of debate. A motion on the floor may be entertained for a time extension to ask the nominees questions.

II. Statewide Offices –Lt. Governor
III. Statewide Offices – Attorney General
IV. Statewide Offices – Superintendent of Public Instruction
V. State Office – Senate
Districts:

  • District 2

VI. State Office – House

  • All 100 Districts are up.

VII. Judicial Office – (Includes Prosecuting Attorneys)

X. Election of Delegates to National Convention

  1. If there are fewer candidates than available delegate positions, a motion to accept candidates by acclamation will be entertained by the Chair.
  2. If there are more candidates than available delegate positions, or a motion to accept candidates by acclamation fails, the following procedure shall apply unless the delegates suspend the rule:
  • Proceed to Vote (Secret Ballot Required by Bylaws)
  • Each delegate shall be entitled to cast a number of votes equal to the number of vacancies for national delegate at the time of the vote.
  • A delegate may cast no more than one vote for any individual candidate for national delegate. A delegate may cast all or any portion of his or her votes.

XI. Select presidential electors and alternates

  • The delegates will select 11 presidential electors and 11 alternates.
  • Electors cannot be a candidate for federal office.
  • Proceed to Vote (Secret Ballot Required by Bylaws)
  • Each delegate shall be entitled to cast a number of votes equal to the number of vacancies for national delegate at the time of the vote.
  • A delegate may cast no more than one vote for any individual candidate for national delegate. A delegate may cast all or any portion of his or her votes.

BYLAWS PROCEDURE

Proposed amendments to the bylaws will be discussed in the order that the Central Committee receives them.
A motion with a second must be raised on the floor to bring the proposed amendment to the floor.
The delegate sponsoring the proposed amendment will be given one minute to speak on behalf of the amendment. The floor will then be open to discussion by the delegates. Each delegate will have one minute to speak on the proposed amendment. The first delegate recognized must be in opposition to the proposed amendment, unless no delegate in opposition asks to be recognized. Discussion shall be limited to 15 minutes.
